The design is like 0 series, but is more powerful and lighter. It's was design to run on Tohoku and Joetsu lines that are mountain routes and subjected to snowfall.
Actually employed on Tohoku line for "Yamabiko" and "Nasuno" services, and on Joetsu line for "Toki" and "Tanigawa" services.
